4-5-3: VIDEO SYSTEM PLACEMENT:
Video Surveillance cameras may be placed for the purposes of video monitoring and recording of public places in accordance with the following:
   A.   The installation of new surveillance cameras, their locations, and purpose must be approved in advance by the Mayor. Approval must be secured prior to the purchase and installation of equipment.
   B.   Protection of individuals, including employees, administrative staff, council members, independent contractors and authorized invitee use of City facilities and the monitoring and recording pedestrian and vehicular traffic activity.
   C.   Protection of buildings and property. Areas that may be monitored include building perimeters, entrances and exits, lobbies, hallways and corridors, training rooms, restricted access entrances to buildings, apparatus bays and vehicle entrances and exits.
   D.   Verification of security alarms.
   E.   Monitor and record locations where intrusion alarms, security alarms and exit door controls are installed.
   F.   Video monitoring of other public areas.
   G.   Video Surveillance cameras will not be placed in residential support areas such as bathrooms and fitness spaces and in individual offices unless they contain an exterior entrance to the facility.
   H.   Monitors for video equipment shall be installed in controlled-access areas and shall not be viewable by unauthorized persons.
   I.   City Employees will be informed of the location of Video Surveillance Cameras. (Ord. 2021-750, 10-12-2021)
