Customers with delinquent accounts as heretofore defined will be notified in writing of such delinquency within five (5) days of the payment due date, and if the delinquent account is not paid within fifteen (15) days following service of the delinquency notice on the customer, water service will be terminated. Service of any notice permitted or required under the terms of this chapter shall be deemed completed upon the deposit of the same in the United States mail by the city, addressed to the customer at the last known address of the customer filed with the city by the customer for billing purposes.
