8-2-4: MINIMUM RATES:
   A.   Inside City Limits: The basic minimum rate for sewer services furnished by the city to sewer service users within the city shall be established by resolution of the city council and amended from time to time.
   B.   Outside City Limits: The minimum rate for residential sewer service and other sewer service outside the city limits of the city shall be established by resolution of the city council and amended from time to time.
