8-2-3: APPLICABILITY:
The rates prescribed in this chapter shall apply to all structures, homes and buildings or other units wherein an independent sewer connection is in use; all dwellings and structures designed for human occupancy shall be deemed to be user units within the meaning of this section. (1977 Code § 13.06.030)
