7-1-2: CITY BASE AND STREET GRADES ESTABLISHED:
   A.   Baseline: A city base is fixed and established at a point at the northwest corner of the intersection of First Street and College Avenue, the said point being two thousand one hundred forty eight and thirty one-hundredths feet (2,148.30') above sea level and marked by an iron bar. All official grades and elevations fixed and established on any of the streets and avenues and sidewalks of the city shall be with reference to and computed from the city base as fixed and established in this section.    B.   Street Grades: All grades and lines shall be established and approved by the public works directors in accordance with ordinances establishing the grade lines of the various streets and curbs. (1977 Code § 12.04.140)
