When it is determined by the Village Board of Trustees that equipment, work, or public improvements are needed for the village, and the purchase of any of the aforementioned items is to be made from the lowest responsible bidder, then an advertisement shall be placed in a local newspaper of general distribution specifying the goods, work, or public improvements to be made or purchased, and said advertisement will appear not less than once a week for a period of three weeks, or 21 days depending upon the publication date of said aforementioned newspaper.
