§ 31.64 PART-TIME OFFICERS.
   (A)   Appointment.
      (1)   Pursuant to 65 ILCS 5/3.1-30-21, the village, by full approval of a majority of the Board of Trustees may appoint, hire, discipline, and discharge part-time police officers to act on behalf of the village.
      (2)   Those officers shall be hired as at-will employees.
   (B)   Qualifications. In addition to those requirements and qualifications which may be established by the village from time to time, applicants for the position of part-time officers shall be subject to the following:
      (1)   Must be a United States citizen;
      (2)   Must be 21 years of age;
      (3)   Must possess a high school diploma or GED equivalent;
      (4)   Must have a valid Illinois driver’s license;
       (5)   Must have eyesight of 20/20, or correctable to 20/20;
      (6)   Must not be colorblind;
      (7)   Must be in good physical health and able to pass physical agility test;
      (8)   Must be able to pass a physical examination by a licensed medical doctor prior to the physical agility test, or have a valid waiver issued by a licensed medical doctor stating that the applicant is capable of participating in a physical agility test;
      (9)   Must meet all certification requirements as required by the State Law Enforcement Training Standards Board, including but not limited to basic law enforcement recruit training, or similar training from another jurisdiction, and firearms certification course.
      (10)   Must have no felony convictions, or any violations (whether convictions or other dispositions where a finding of guilty was made) of other crimes involving moral turpitude as solely determined by the village;
      (11)   Must not be delinquent in any court order, including but not limited to, child support, maintenance, or other form of support;
      (12)   Must show proficiency in reading and writing the English language (as determined by the village);
      (13)   Must meet all standards set forth in 430 ILCS 65 et seq. pertaining to the Firearms Owners Identification Act; and
      (14)   Must not have been dishonorably discharged from the United States Military.
   (C)   Powers and duties. Part-time police officers shall have the following powers and duties, when properly assigned and on duty:
      (1)   To aid or direct traffic in the municipality;
      (2)   To aid in control of natural or human-made disasters;
      (3)   To aid in case of civil disorder;
      (4)   To perform normal and regular police duties when assigned by the Chief of Police on occasions when it is impractical for members of the regular Police Department to perform such duties;
       (5)   To arrest or cause to be arrested, with or without process, all persons who break the peace, or are found violating any municipal ordinance or criminal law of the state;
      (6)   To commit arrested persons for examination;
      (7)   To detain arrested persons, if necessary, in custody;
      (8)   To exercise all other powers as conservators of the peace that the corporate authorities may prescribe; and
      (9)   To serve and execute all warrants for the violation of municipal ordinances, or the State Criminal Code, being 720 ILCS 5/1-1 et seq. within the village limits.
   (D)   Limitations.
      (l)   Any officers hired pursuant to this section shall not hold a rank position, nor shall they be assigned under any circumstances to supervise or direct full-time officers.
      (2)   Part-time officers shall not be used as permanent replacements for full-time police officers.
   (E)   Firearms. Part-time officers shall not carry firearms except with the permission of the Chief of Police of the village, and then only when in uniform and in the performance of their duties; provided, however, that the Chief of Police may, in his or her discretion, waive requirements of uniform and/or in the performance of their duties in order to carry firearms. Any such waiver by the Chief of Police shall be in writing. In no way shall this right extend to part-time officers who are no longer employed by the village.
   (F)   Training. Part-time officers, prior to entering upon any of their duties, shall receive a course of training in departmental policies, procedures, and street patrol as may be determined by the Chief of Police. Such course of training shall not be less than 40 hours in duration, and shall not exceed 120 hours; provided further, that the part-time officer shall receive no violations during his or her probationary period. The Chief of Police shall file a certificate attesting to the part-time officer’s completion of said training.
   (G)   Discipline. Part-time officers shall be subject to discipline by the Chief of Police. The Chief of Police shall set rules and regulations that govern the Village Police Department. Part-time police officers may be removed or terminated from their position by action of the Chief of Police.
   (H)   Compensation. Part-time police officers shall receive compensations for services performed, at such hourly rate as shall be from time to time determined by the Board of Trustees.
