The Village Police Chief and any and all deputies shall have the power to arrest all persons of the village found in the act of violating any law or provision of this code or aiding and abetting any such violation, and shall arrest any person found under circumstances which would warrant a reasonable man in believing that such person had committed or is about to commit a crime.
