§ 31.17 EXPENDITURES.
   No monies shall be expended out of the general treasury of the village for improvements or labor upon the streets, avenues, and alleys of the village unless by special order of the Board of Trustees directing the improvements or expenditures for which such payment out of the said general treasury is to be made, or by order of the President in case of emergency.
