§ 31.02 VILLAGE TREASURER.
   (A)   Books and accounts. The Village Treasurer shall receive all money belonging to the village, and shall keep his or her books and accounts in the manner prescribed by ordinance. These books and accounts shall always be subject to the inspection of any member of the village authorities.
   (B)   Bond. The Village Treasurer, before entering upon the duties of his or her office, shall execute and deliver to the Village Clerk a bond signed by at least two sureties in the sum equal to three times the latest federal census population or any subsequent census used for motor fuel tax purposes conditioned upon the fact that he or she will faithfully, justly, and fairly account for and pay over all monies that may come into his or her hands by virtue of his or her office, and duly perform each and every act and duty imposed upon him or her by virtue of the laws of this state or by the provisions of this code.
   (C)   Salary. The Treasurer of the village shall have a salary as established by ordinance or resolution, plus for each regular or special village meeting attended, a sum as established by the Village Board.
   (D)   Authorization. The Treasurer of the village is hereby authorized to pay to the holders of the offices of Trustee, the Clerk, the Treasurer, and the Village President a salary as established by ordinance or resolution, and for each regular or special meeting attended, a sum as established by ordinance or resolution.
   (E)   Collector of special assessments for local improvements. The collector of special assessments for local improvements shall be the Village Treasurer, and it shall be the duty of such collector without delay when any special assessment shall be confirmed by any court of the county and a warrant for the collection of the same shall be presented to him or her to immediately demand payment of all special assessments of those who, by such order of such court, are bound to pay the same. He or she shall report all delinquencies as by law provided and shall observe every other duty enjoined upon him or her by the laws of the state or the provisions of this code now in force or which shall hereafter be in force.
