§ 31.01 VILLAGE CLERK.
   (A)   (1)   The Clerk shall keep the Corporate Seal, to be provided by the corporate authorities, and all papers belonging to the village, the custody and control of which are not to be given to other officers. He or she shall attend all meetings of the village authorities and keep a full record of its proceedings in the journal.
      (2)   The Clerk, before entering upon the duties of his or her office, shall execute and deliver to the Village Treasurer a good and sufficient bond without individual sureties in a penal sum of an amount as set forth in § 35.02 and shall be conditioned upon the fact that the Clerk shall well and truly perform all the duties of his or her office as required by law and the provisions of this code.
   (B)   The Village Clerk shall, in accordance with statute, act as a local registrar for the State Registrar of Vital Records, as so directed from time to time. He or she shall further have the powers and duties prescribed upon him or her by statute.
   (C)   The Clerk of the village shall have a salary of as established by ordinance or resolution by the Village Board per year plus the sum as established by the Village Board for each regular or special village meeting attended.
   (D)   The position of Village Clerk shall be an appointed position, said appointment to be made by the Village President with the concurrence of the Village Board, effective the beginning of the 2016 fiscal year and continuing thereafter unless changed by referendum pursuant to 65 ILCS 5/3.1-25-90.
