No residents or landowners shall construct any sidewalks which shall be placed partly or wholly within the right-of-way of the platted streets, avenues, and alleys of the village without first having approval from the Village Building Inspector. There shall be no fee for this inspection, and approval should not be unreasonably withheld. All sidewalks so constructed shall meet the specifications set forth in the Building Code or the appropriate reference materials used by the Building Department.
