§ 150.30 DEPOSIT REQUIRED; REQUEST TO CONSTRUCT.
   Any person in the village who desires to have a permanent sidewalk built in front of or along his or her lot or block shall first deposit with the Village Treasurer a sum sufficient to pay the costs and expenses of filling in from the outer edge of said sidewalk to the curb, and one-half of the entire cost of the sidewalk proper; and by request in writing to the Board of Trustees, notify said Board that he or she has so deposited said sum (stating the amount), when it shall be lawful for the Board of Trustees to order a permanent sidewalk to be constructed as requested, and at the same time order that one-half the cost of said walk shall be paid out of the General Fund of the village not otherwise appropriated; provided, however, that the Village Board shall be at liberty at all times to use their discretion as to when and where any permanent sidewalk shall be built. Permanent sidewalks as contemplated in this section shall be constructed of cement. In case the Village Board should refuse to order a permanent sidewalk to be built as requested in this section, they shall order the Treasurer of the village to refund all advance payments made by the person whose request is so refused.
