The President of the Board of Trustees shall perform the duties and exercise the powers conferred upon the mayor of a city. He or she shall devote such time to the duties of his or her office as the faithful discharge thereof may require. During an absence of the President or his or her inability to act, the Board of Trustees shall elect one of its members to act as President Pro Tempore who, during his or her absence or disability, shall possess the powers of the President.
