(A) Regular meetings. The regular stated meetings of the President and Board of Trustees shall be held in the Village Hall of the village on the second Monday of each month, at which meetings all bills and accounts must be presented and audited, and at none other. Adjourned meetings may be held for the purpose of completing the unfinished business of the regular meetings and such other purposes as are necessary, at such time or times as may be determined by the President and Board of Trustees.
(B) Special meetings. Special meetings of the President and Board of Trustees may be called by the President of the Board of Trustees or by any three Trustees by notification in accordance with the following.
(1) Public notice of any special meeting or of any rescheduled regular meeting, or of any reconvened meeting shall be given at least 24 hours before such meeting.
(2) This requirement of public notice of reconvened meetings does not apply to any case where the meeting is to be reconvened within 24 hours nor to any case where announcement of the time and place of the reconvened meeting was made at the original meeting, and there is no change in the agenda.
(3) Public notice shall be given by posting a copy of the notice at the principal office of the body holding the meeting, and the Board shall supply copies of notices of regular meetings and of special, rescheduled, or reconvened meetings to any local newspaper or radio station that has filed an annual request for such notice.
(4) The President and the Board of Trustees shall also be served personally or notice of such meetings shall be left at their usual places of abode stating the object and purpose of such meeting.
(5) No business shall be transacted in any such meeting except such as the meeting was called for and notification given therefor, except by the vote of three-fourths of all the members of the Village Board elected.
(C) Meetings open to public. All meetings, whether regular, special, rescheduled, or reconvened, shall be open to the public as provided by the statutes of the state.
