There shall be issued annually licenses for the collection of rubbish as defined herein within the village, and these licenses shall be issued upon application and shall be issued on and before May 1 of the calendar year for any person, firm, or corporation to whom the Village Trustees feel in their sole discretion are qualified to perform these services.
