The business of collecting and disposing of garbage, ashes and household rubbish for hire, and of transporting any or all of them over the streets of the village without a permit, is declared to be a nuisance, and said business shall not be carried on by any person, firm, or corporation excepting under the condition prescribed in the ordinance of the village now in effect or as same may from time to time be amended.
