The President of the village may grant license to any person as he or she may deem proper, to keep what are commonly called junk shops, for the purchase, sale, and storage of junk, old rope, empty bottles, old iron, brass, copper, tin, lead, or other metals. Such license shall be granted only on application of the person desiring the same, stating the location of the place where it is proposed to carry on such business, and such place shall be designated in such license.
