(A) The company may increase any of the rates covered by this chapter, so long as the net effect of that increase does not result in a percentage increase in the overage rate charged to a residential subscriber that is greater than the percentage increase as reflected by the Cost of Living Index published by the United States Department of Labor, calculated from the date of the previous increase.
(B) The company shall make public notice of any increases in the monthly fee to a residential subscriber 30 days prior to its effect.
