Permission is hereby granted the said grantee and its assigns to attach or otherwise affix cables or wires to the pole facilities of any public utility company even though the same may pass over streets, sidewalks, public lanes, or highways of the village; provided, the said grantee secures the permission and consent of said aforementioned public utility companies concerned to affix the said cable and/or wires or other apparatus to their pole facilities.
