(A) Any person desiring to secure such a solicitor’s permit shall apply therefor in writing over his or her signature to the Chief of Police on forms provided by the village, and such application shall state:
(1) The name and address of the applicant;
(2) The name and address of the person, firm, or corporation by whom employed;
(3) The length of service of such applicant with such employer;
(4) The place of residence and nature of the employment of the applicant during the last preceding year;
(5) The nature or character of the goods, wares, merchandise, or services to be offered by the applicant; and
(6) The personal description and complete identification of the applicant. Such application shall be accompanied by such credentials and other evidence of good moral character and identity of the applicant, as may be reasonably required by the Chief of Police.
(B) In addition thereto, such applicant shall furnish two satisfactory photos, size one-inch by two and one-half inches of himself or herself at the time the license is granted by the village, and also shall furnish his or her fingerprints to the Police Department at the time the application is made for permit, and such application shall be accompanied by a bond in the penal sum of an amount as set forth in § 35.02, executed by a surety company, conditioned that all goods, wares, merchandise, or articles sold by such applicant will be represented by him or her and that he or she will refund the purchase price of any goods, wares, merchandise, or articles sold by him or her which are not as represented. Any person aggrieved by the action of any such applicant shall have the right of action on the bond for the recovery of money or damages, or both.
