Upon receiving a recommendation from the Street and Alley Committee, the village shall underwrite one-half of the cost involved in the removal or topping of terrace trees located within the village limits with the remainder of the cost to be paid by the owner of record of the property upon which such tree is located. Said recommendation shall result from the consideration by the Committee of the following factors: the safety of the community, the ability to save the trees, and the beautification of the village.
