(A) The fees for collection of rubbish are hereby fixed as follows:
(1) For a residence, the amount of cost for garbage pick up shall be the rate based on the Board approved rate. A RESIDENCE is hereby defined to be any dwelling, place of abode, flat, or apartment occupied by persons living together as a single household unit, included is a place of abode occupied by one person.
(2) Rubbish collection for business establishments and institutions shall be privately contracted and said businesses and institutions shall not be assessed a fee for collection under this chapter. All rates established by the independent contractor shall be furnished to the Village Board for periodic review not less than annually.
(3) Charges shall be for a full month if service is started before the fifteenth day of said month.
(B) Said collection charges will therefore be payable monthly, and at 10%. Penalties shall be added to the monthly charge if the bill is not paid within ten days after issuance of same. Said charges as enumerated shall constitute a lien upon the premises from which they are collected.
