§ 52.04 USE OF RECEPTACLES.
   (A)   It shall be the duty of every occupant or lessee of any premises in the village to cause all garbage and nothing but garbage, as defined in this chapter, to be deposited in the receptacle or receptacles provided for garbage. Ashes and household rubbish and nothing but such as defined in this chapter shall be deposited in the receptacle or receptacles provided for the same; provided, however, that it shall not be unlawful for any owner, occupant, or lessee of any premises in the village to dispose of any garbage, ashes, or household rubbish which may be produced on his or her own premises when such disposal is accomplished in a manner which does not create a nuisance or cause annoyance or discomfort to the inhabitants of the village.
   (B)   Every occupant or lessee of any premises in the village shall place all receptacles for garbage and household rubbish outside the residence or other building in an accessible place, and at ground level and near the street or alley line no earlier than 24 hours prior to the scheduled day for garbage pick up. All receptacles for garbage and household rubbish shall be removed from the street or alley line no later than 24 hours after the scheduled day for garbage pick up. This division (B) does not apply to commercial dumpsters.
