The owner, occupant, or lessee of any premises in the village shall remove from said premises or otherwise dispose of all ashes, tin cans, metalware, broken glass, crockery, stoneware, manure, and all refuse and rubbish of every description whatsoever, and shall keep said premises at all times free and clear of any accumulation of such rubbish.
