§ 31.01 INCORPORATION BY REFERENCE.
   No person shall violate any law of the state, nor any rule or regulation adopted by any duly authorized agency of the state; and no enumeration of particular laws, rules, or regulations in ordinances of the city shall be held to be exclusive.
