Notwithstanding any provisions of the laws of North Carolina to the contrary, the corporate limits of the Town of Rutherford College shall not be altered by annexation by any means within the areas lying Best of Rural Paved Road 1824 or Rural Paved Road 1001 before July 1, 1981; and the corporate limits shall not be altered by annexation within the area lying West of the center line of the aforesaid paved roads, by any means other than annexation as provided by G.S. 160A-31 or its successor statute, before July 1, 1987.
