(A) The town is dedicated to providing a healthful, comfortable and productive work environment for its employees.
(B) The United States Surgeon General, in his 1980 report, Reducing the Health Consequences of Smoking, concluded that:
(1) Involuntary smoking is a cause of disease, including lung cancer in healthy non-smokers; and
(2) The simple separation of smokers and non-smokers within the same air space may reduce, but does not eliminate, the exposure of non-smokers to environmental tobacco smoke.
(C) In light of these findings, the offices and workplaces of the town shall be entirely smoke-free and tobacco-free, effective February 1, 1993. Smoking and other uses of tobacco will be prohibited within town owned and operated buildings, including offices, hallways, meeting rooms, waiting rooms and restrooms. This policy applies to all employees, citizens, contractors and visitors.
(D) Breaks will be granted to all employees in accordance with the town’s personnel policies, and smoking and other use of tobacco should be confined to these breaks and will take place outside the town owned and operated buildings.
(D) Copies of this policy shall be distributed to all employees. “No Smoking” signs shall be posted at all building entrances and throughout the buildings.
(E) The success of this policy will depend upon the thoughtfulness, consideration and cooperation of smokers and non-smokers. All employees share in the responsibility for adhering to and enforcing the policy.
(1) Any problems should be brought to the attention of the Manager and handled through the normal chain of command.
(2) Employees who violate this policy will be subject to the same disciplinary actions that accompany violation of other personnel policies.
(F) This policy has been adopted by the Town Council and is enforced February 1, 1993.
