§ 151.61 DESIGN STANDARDS.
   The following design standards shall be considered minimum requirements unless the subdivision qualifies as a Hillside Subdivision (see § 151.63).
   (A)   Streets. The design standards which shall apply to streets are as follows:
      (1)   Right-of-way widths. Minimum street right-of-way widths shall be in accordance with the major street plan and shall be not less than the following:
         (a)   Major arterials: 90 feet;
         (b)   Collector streets: 60 feet;
         (c)   Local or minor (residential) streets: 50 feet;
         (d)   Marginal access streets: 50 feet;
         (e)   Cul-de-sacs (turn-arounds): 100 feet; and
         (f)   Alleys: 20 feet.
      (2)   Pavement widths (with curb and gutter). Pavement widths back to back of curb shall be not less than the following:
         (a)   Major arterials: 44 feet;
         (b)   Collector streets: 34 feet;
         (c)   Local or minor (residential) streets: 26 feet;
         (d)   Marginal access streets: 26 feet; and
         (e)   Cul-de-sacs (turn-arounds): 80 feet.
      (3)   Grades. Street grades shall be as follows:
         (a)   Street grades shall be not more than 12% nor less than 0.5%; and
         (b)   Grades approaching intersections shall not exceed 5% for a distance of not less than 100 feet from the centerline of said intersection.
      (4)   Horizontal curves. Where a centerline deflection angle of more than ten degrees occurs, a circular curve shall be introduced, having a centerline radius of not less than the following:
         (a)   Major arterials: 300 feet;
         (b)   Collector streets: 200 feet; and
         (c)   Minor streets: 100 feet.
      (5)   Vertical curves. All vertical curves shall have such lengths as necessary to provide safe sight distance.
      (6)   Tangents. A tangent of not less than 100 feet in length shall be provided between curves.
      (7)   Intersections. Streets shall be laid out as follows.
         (a)   Streets shall intersect as nearly as possible at right angles and no street shall intersect as less than 75 degrees.
         (b)   Street jogs with centerline offsets of less than 125 feet shall be avoided.
         (c)   Intersections with a major street or highway shall be at least 800 feet apart This requirement can be waived by the Planning Board if such requirement would prevent a property owner fronting on a major street or thoroughfare from having access to such a facility.
         (d)   The dedication of half streets at the perimeter of a new subdivision is prohibited. If circumstances render this impractical, adequate provision for the concurrent dedication of the remaining half of the street must be furnished by the subdivider. Where there exists a half street in an adjoining subdivision, the remaining half shall be provided by the proposed development.
      (8)   Alleys. All alleys shall be constructed in accordance with town specifications and standards and shall meet the following requirements:
         (a)   Right-of-way width: 20 feet;
         (b)   Minimum centerline radius when a deflection angle of more than ten degrees occurs: 35 feet; and
         (c)   Property line radius at alley intersection: 15 feet.
   (B)   Blocks. The maximum and minimum length and width of blocks shall be as follows:
      (1)   Length. Block lengths shall not exceed 1,600 feet nor be less than 400 feet. Where deemed necessary by the Planning Board, a pedestrian crosswalk of at least ten feet easement in width may be required.
      (2)   Width. Blocks shall be wide enough to allow two tiers of lots of minimum depth, except where fronting on major streets or prevented by topographic conditions, in which case a single tier of lots may be approved.
