§ 132.04 LITTERING PROHIBITIONS.
   (A)   It shall be unlawful for any person to litter the ground by placing, throwing, dumping or allowing to blow from vehicle or trailer, or dropping thereon any solid waste as defined herein. Furthermore, it shall be forbidden to drive, propel or mobilize any vehicle or trailer containing solid waste without the utilization of a cover as defined herein.
   (B)   The owner, operator or other person responsible for the operation of all business establishments shall maintain, or cause to be maintained, at all times on the premises, sufficient receptacles or other devices for the disposal of solid waste, as will permit adequate depositories for use by the customers, and patrons of such establishments. The owner, or other person responsible for the operation of all business establishments, shall be responsible for keeping the grounds surrounding the business free of sold waste (including, but not limited to, papers and debris) and shall be responsible for picking up the sold waste that has been allowed to transfer onto surrounding properties.
