§ 113.04 ISSUANCE OF PERMIT.
   The executive officer of the municipality shall issue a permit to engage in the junk business to the applicant therefor if it shall appear that the location of the junk yard shall not constitute a fire hazard or other hazardous condition to any adjacent property.
