§ 110.02 WHEN LICENSE REFUSED.
   The Council shall not issue such license to any person:
   (A)   Who has been convicted of unlawfully selling intoxicating liquors or narcotic drugs; or
   (B)   Who has been convicted of three misdemeanors or felonies during the five years next preceding the date of his or her application, excluding minor traffic violations.
