Schedule 1, attached to Ordinance 825 and incorporated by reference, is the cost that any person found to be responsible for causing or allowing an unauthorized spill, release or discharge of material shall pay for the various vehicles used in investigating, mitigating, minimizing, removing or abating any spill, release or discharge.
