Any person responsible for causing or allowing an unauthorized spill, release or discharge of material into or upon the environment within the corporation limits for the Village is liable for the costs of investigating, mitigating, minimizing, removing or abating the spill, release or discharge provided, however, only if the Village or others acting on behalf of the Village employ those criteria and methods as detailed in 40 C.F.R. 300.
