The Village or its emergency response authority shall do all that is necessary and reasonable to investigate, mitigate, minimize, remove or abate any spills, releases or discharges within the municipal corporation limits and at all times consistent with the criteria and methods prescribed under 40 C.F.R. 300 as amended.
