(a) No person who has been convicted of, is convicted of, has pleaded guilty to, or pleads guilty to either a sexually oriented offense or a child-victim oriented offense; shall establish a residence, occupy residential premises or be employed within one thousand (1,000) feet of any school premises, licensed day-care facility, preschool, public park, public swimming pool, library, or playground.
(b) Nothing herein shall be construed to create any liability on the part of an employer, unless the employer is the offender, in any civil action to recover damages for injury, death or loss to person or property allegedly caused by any act or omission relating to this section.
(c) If a person to whom subsection (a) hereof this section applies violates subsection (a) hereof by establishing a residence, occupying residential premises or being employed within one thousand (1,000) feet of any school premises, licensed day-care facility, preschool, public park, public swimming pool, library, or playground, the Russells Point Village Solicitor has a cause of action for injunctive relief against the person. The Village of Russells Point shall not be required to prove irreparable harm in order to obtain relief.
(d) The determinations and intent articulated in Section 2950.02 of the Ohio Revised Code are hereby adopted.
(e) The provisions in Chapter 2950 of the Ohio Revised Code, which are now or hereafter in effect concerning the definition, determination, registration, or classification of a person who has been convicted of, is convicted of, has pleaded guilty to, or pleads guilty to either a sexually oriented offense or a child-victim oriented offense as a Tier I, II, or III offender, are hereby adopted.
(f) As used in this section, one thousand (1,000) feet of any school premises, licensed day-care facility, preschool, public park, public swimming pool, library, or playground means one thousand (1,000) feet from property line to property line.
(g) This section shall not apply to any offender that is a registered with the Logan County Sheriff's Office on the date this section is effective.
