(a) In addition to the registration requirements set forth in Sections 2950.04 and 2950.041 of the Ohio Revised Code, any offender who has been convicted of, is convicted of, has pleaded guilty to, or pleads guilty to any sexually oriented offense or a child-victim oriented offense as a Tier I, II, or III offender, or who has a duty to register pursuant to Chapter 2950 of the Ohio Revised Code shall register personally with the Village of Russells Point Chief of Police within three (3) days of the offender coming into the Village, if either of the following applies:
(1) The offender is domiciled, whether permanently or temporarily, for more than three consecutive days; or
(2) The offender is employed, whether permanently or temporarily for more than three consecutive days or for an aggregate period of fourteen (14) or more days in that calendar year.
(b) Nothing herein shall be construed to create any liability on the part of the employer, unless the employer is the offender, in any civil action to recover damages for injury, death or loss to person or property allegedly caused by any act or omission relating to this section.
(c) If an offender is required to register pursuant to subsection (a) hereof or Sections 2950.04 and 2950.041 of the Ohio Revised Code, the offender, at least twenty (20) days prior to changing the offender's residence address and not later than three (3) days after changing the address of the offender's place of employment, during the period which the offender is required to register, shall provide written notice of the residence or place of employment address change, as applicable, to the Village of Russells Point Chief of Police.
(d) If a person to whom subsection (a) hereof applies violates subsection (a) or (c) hereof by failing to register or failing to notify of a change of address with the Village of Russells Point Chief of Police, that person is guilty of failing to register or failing to notify of a change of address, a felony of the fourth degree and is to be prosecuted under the appropriate state law.
(e) The determinations and intent articulated in Section 2950.02 of the Ohio Revised Code are hereby adopted.
(f) The provisions in Chapter 2950 of the Ohio Revised Code, which are now or hereafter in effect concerning the definition, determination, registration, or classification of a person who has been convicted of, is convicted of, has pleaded guilty to, or pleads guilty to either a sexually oriented offense or a child-victim oriented offense as a Tier I, II or III offender are hereby adopted.
(g) This section shall not apply to any offender that is a registered with the Logan County Sheriff's Office on the date this section is effective.
