1303.01 ADOPTION AND ENFORCEMENT
   (a)   The Mayor is hereby authorized and directed to sign and submit an application to the Ohio Board of Building Standards requesting said Board to certify the Village of Russells Point to enforce the Ohio Building Code for non-residential construction with the condition that the Logan County Building Authority perform all inspections and exercise enforcement authority as necessary in accordance with the Ohio Building Code for non-residential construction within the limits of the Village, and to enter into an agreement between Logan County, and the Village for such purpose, which the agreement is attached hereto, and incorporated herein, and referenced in subsequent sections of this chapter.
   (b)   The Village through its Mayor is hereby authorized and directed to enter into an agreement with Logan County for the enforcement of the Ohio Building Code for non-residential construction within the limits of the Village whereby the Logan County Building Authority will exercise all enforcement authority and accept and approve plans and specifications and make inspections necessary within the Village in accordance with the provisions of the Ohio Building Code for non-residential construction except “PLUMBING,” (Plumbing-Logan County Board of Health).
   (c)   The terms of said agreement shall grant to the County full authority to do all things necessary to administer and enforce the Ohio Building Code for non-residential construction within the limits of the Village and in consideration therefore to allow the County to retain all permit and inspection fees authorized by the State of Ohio for such purposes.
   (d)   All fees collected for said agreement as adopted by Logan County shall be the entire consideration for the performance of the duties of the Chief Building Official and his/her assistants.
   (e)   The Logan County Building Authority shall not issue a building permit until there is displayed a valid zoning permit or certification from the Village for such construction, use or occupancy.
