It shall be unlawful for any person being the owner of or having custody or control of any animal to permit such animal to defecate upon public streets, roads, alleys or sidewalks or other public or private property, with the exception of the property of the owner or the person having custody or control of the animal, without proper provision for cleanup of such excrement.
