Whenever the Department of Public Health finds an epidemic of hydrophobia rendering such action necessary, to protect the public health and safety, the Director may recommend that the Mayor issue a proclamation ordering every person owning or keeping a domestic animal to confine it securely on his or her premises unless it is muzzled. No person shall violate such proclamation, and any domestic animal running at large during the time fixed in the proclamation may be impounded or killed by the police without notice.
