§ 32.103 MAPS OF HISTORIC DISTRICTS, BUILDING AND SITES; CLASSIFICATION OF BUILDINGS AND SITES.
   (A)   A survey shall be conducted to identify historic buildings, structures and sites within the city. A report of the survey findings shall be the basis for determining historic districts, buildings structures, and sites and classifications of buildings, structures and sites.
   (B)   Upon completion of the survey, a map shall be developed based on the survey and submitted to the Common Council, which describes the boundaries of historic district(s) or boundaries of single building, structure, site, or streetscapes.
   (C)   The Commission may further divide a district into primary area and secondary areas.
   (D)   The map shall further classify and designate all buildings, structures, sites, or streetscapes within each historic district described as either historic or non-historic.
   (E)   Buildings, structures, sites or streetscapes classified as historic shall possess identified historic or architectural merits of a degree warranting their preservation and may further be classified as:
      (1)   Outstanding;
      (2)   Notable; or
      (3)   Contributing.
   (F)   Non-historic buildings, structures, sites or streetscapes are those not classified on the map as historic. In lieu of other classifications, the Commission may devise its own system of further classification of historic building, structures, sites, or streetscapes.
   (G)   The Commission may, as it considers appropriate, conduct additional surveys, draw maps, and submit to the Common Council for approval.
