§ 95.03 WATER DISCHARGING ONTO STREETS OR SIDEWALKS.
   It is unlawful for the owner and/or occupant of any lot or parcel of ground to cause and/or permit water from any well, spring, tank, pipe, sewer, ditch, drain and/or other container or conveyor on the premises occupied and/or owned by him, her, or them, to directly or indirectly flow and/or be discharged into or upon any street, alley or other public grounds and/or permit or cause any such water to flow and/or be discharged upon the premises of another in such manner that it will indirectly flow and/or be discharged into or upon any street, alley or other public grounds in the city. Provided, however, that nothing herein shall be construed as prohibiting sprinkling streets, alleys or lawns. It is further unlawful to place any pollutants into the city storm sewer system.
