Any and all persons, corporations, or other entities shall first apply through the Clerk-Treasurer for the placement of any construction dumpster placed on the city streets. Upon application, the Clerk-Treasurer shall charge a fee of $50 for each ten-day period until the construction dumpster is removed. Anyone in violation of this chapter shall pay a $90 fine for each successive violation in addition to the application fee of $50 for each ten-day period. Each successive ten-day period a dumpster is not applied for shall constitute a new violation of this section with a $90 fine and a $50 application fee.
