(A) For the purpose of this section NEUTRAL GROUND is defined as that area between the property line and the traveled surface of the roadway, and/or street.
(B) No person shall stop or park a vehicle or other conveyance, except when needed to avoid conflict with other traffic or in compliance with the law or directions of a police officer or traffic-control device, at any of the following places: upon a neutral ground other than those designated and operated as parking facilities.
(C) It shall be unlawful to park a motor vehicle in a front yard, in a side yard, or in a rear yard of a zoned lot zoned as residential use or dwelling, except that parking shall be permitted on a hard-surfaced driveway or approved parking space.
(D) It shall be unlawful to park any vehicle in a street other than parallel with the curb and with the two right wheels of the vehicle with 18 inches of the regularly established curb line, except that upon those streets that have been marked for angle parking, vehicles shall be parked at the angle to the curb indicated by such marks.
