When a discharge of wastes causes an obstruction, damage, or any other impairment to the city's facilities, the city may assess a charge against the user for the work required to clean or repair the facility and add such charge to the user's charges and fees. Whenever the city suspends service due to violation of this section or closes services by physical disconnection, the city may assess all costs, expenses, and attorney fees to the landowner and/or tenant whose service was suspended or disconnected.
