In order that the rates and charges for sewage services may remain fair and equitable and to maintain the sound financial position of the sewage works, the Common Council of the City shall cause a financial study to be made not less often than three years. Such financial study shall include, but not be limited to, the kind and character of industrial wastes being treated and the contribution of industry to the costs of providing such services by the City, the financial position of the sewage works and the adequacy of its revenues to provide reasonable funds for operation and maintenance, debt service requirements and capital improvements to the plant and system. Such investigation and determination may be made by officers and/or employees of the City or be a firm of Certified Public Accountants experienced in such work.
