§ 53.35 SEWER BILLINGS.
   (A)   Sewer rates and charges shall be billed monthly and shall be due and payable on or before the tenth day of the calendar month next succeeding the date of billing and shall be delinquent upon the expiration of 30 days from the date of the billing. Provided, however, that the first billing may be for a period of not less than a full month in order to make the monthly collection periods correspond with the meter readings of the public water supply, all dependent on the date on which the sewage disposal works is placed in operation.
   (B)   The rates and charges shall be billed to the owner or tenant in whose name the meter is charged but such billing shall not operate to relieve the owner or owners from liability in the event payment is not made as herein required. The owners of properties served which are occupied by tenants shall have the right to examine the collection records pertaining to their property for the purpose of determining whether such rates and charges have been paid by such tenants; provided that, such examination shall be made at the office at which the records are kept and during the hours that the office is open for business.
   (C)   The rates and charges fixed herein shall be extended to and cover any additional premises, lot, parcel of real estate, or building hereinafter served without the necessity of any hearing or notice. If any service rate or charge hereby established shall not be paid within 30 days after the same is due, a written notice shall be given to the owner or owners of any lot, parcel of real estate, or building and thereafter the same shall be declared delinquent and a penalty of 10% shall be collectible.
