§ 53.01 PURPOSE, POLICIES, OBJECTIVES.
   (A)   This chapter regulates the connection to and use of public and private sewers and drains, the installation and connection of building sewers, and the discharge of waters and wastes into the public sewer system of the city and provides penalties for violations thereof. In addition, this chapter sets forth uniform requirements for direct and indirect contributors into the wastewater collection and treatment system for the city and enables the city to comply with all applicable state and federal laws.
   (B)   The objectives of this chapter are:
      (1)   To prevent the introduction of pollutants into the municipal wastewater treatment system which will interfere with the operation of the system or contaminate the resultant sludge and reduce the opportunity for its disposal through land application.
      (2)   To prevent the introduction of pollutants into the municipal wastewater treatment system which will pass through the system, inadequately treated, into receiving waters or otherwise be incompatible with the system.
      (3)   To provide for recovery of the city's costs of providing domestic, industrial, sanitary, and storm sewage service.
