§ 52.17 WATER RATES AND CHARGES.
   (A)   There shall be and hereby are established for the use of and the service rendered by the waterworks system of the city the following rates and charges based on the use of water supplied by said waterworks system:

A charge of $25 per bad check will be paid by the customer who issued such an instrument to the utility.

   (B)   Connection fee. Each user shall pay a connection fee based upon the size of the meter installed upon tapping onto the water system as follows:
      (1)   Tap fee. Each user shall pay a connection fee as follows:

      (2)   All connections requiring a meter size greater than 5/8 inch shall be charged the actual cost of making the connection, including labor, materials and equipment, but in no event less than $900 per connection. Commercial connections will be time and costs as stated herein.
   (C)   Disconnection fee: $30. Whenever for any reason beyond the control of the utility a disconnection of service is required by any customer, a charge of $30 will be made by the utility to cover the cost of disconnection of service. The charge, together with any arrears due the utility, shall be paid by the customer before service will be reestablished.
   (D)   Reconnection charge: $30. Whenever for any reason beyond the control of the utility is re-establishment of service is required by any customer, a charge of $30 will be made by the utility to cover the cost of re-establishment of service. The charge, together with are arrears due to utility, shall be paid by the customer before service will be reestablished.
   (E)   After hours fees: $45. The after-hours fee is applied whenever there is a disconnection and reconnection after normal business hours as established by the Utility Service Board.
   (F)   Hourly fees. The Utility Service Board frequently adjusts use of equipment on an hourly basis. The hourly rate is as follows, and is subject to change by the Utility Service Board as is necessary based upon the cost of providing the service to use equipment:

   (G)   Each individual who requests services to be provided to their property from the Rushville City Utilities shall be required to pay a deposit in the sum of $75, such deposit shall be refunded whenever service is disconnected and all charges then due and owing are paid.
   (H)   The Common Council authorizes the utility to borrow funds in connection with financing the costs of providing monies for making extensions, replacements and improvements to the water plant.
   (I)   In the event that the Council determines that it is necessary to extend service to customers outside the city corporation limits, the surcharge for sewer and water shall be no greater than 50% of the rates and charges for those customers of the city within the corporation limits.
