Water meters are read on the first day of each month, billing as of the date of reading and such bills become due and payable on the first day of the following month after reading is taken. Bills remaining unpaid on the tenth day of the following month are delinquent and a collection charge of 10% of the first $3 and 3% of the balance will be made and shall be collected on all delinquent bills. Services shall be disconnected ten days after bill becomes delinquent.
